Professor Sheila Hollins has some important insights in to this as well - see Times 17th April. She is president of Royal college of Psychiatrists & her daughter Abigail was almost killed and left severely incapacitated 32 years ago. Her view is hat this Bill would have done nothing to prevent atacks of this kind and that the Bill will do more harm than good.
