So when’s the earliest plans were drawn up for the UK to invade Iraq?

Penguin Island has found evidence that it was as early as December 4, 2001.

2 ½ months after 9/11, the US army were plotting the invasion of Iraq, in which it was assumed the UK would give bases, allow flights over British air space and troop support.
